NORTH CAROLINA HEALTHY START FOUNDATION ANNOUNCES BOARD OF DIRECTORS ADDITIONS

Area Leaders Tapped to Help Guide Infant Mortality Reduction Efforts

May 24, 2006 – (Raleigh, NC) Kathryn Millican, Manager of Public Policy Development with Blue Cross and Blue Shield of North Carolina (BCBSNC), and Keischa Lovelace, Assistant Appellate Defender with the Office of the Appellate Defender in Durham, have been named to the board of directors of the North Carolina Healthy Start Foundation. They are the first new appointments since 2004.

At BCBSNC, where she has been for six years, Millican is responsible for researching, reviewing, and making recommendations regarding legislative and regulatory issues before the General Assembly and Congress. She continues Blue Cross’s commitment to serving the Foundation.

As Assistant Appellate Defender, Lovelace’s primary responsibility is representing parents in Department of Social Services appeals, as well as indigent criminal defendants. Prior to her current post, she worked under Judges Robert Hunter and James Wynn with the North Carolina Court of Appeals. Lovelace joins the board as a parent representative and is the mother of a child that was born both preterm and low birthweight, two of the leading causes of infant mortality.

Based in Raleigh, the North Carolina Healthy Start Foundation leads statewide efforts to reduce infant death and illness and to improve the health of women and young children across the state. This is achieved primarily through the coordination of statewide public education campaigns, professional training and technical assistance and advising local and statewide policymakers on issues pertaining to infant mortality.

Healthy Start Foundation, a nonprofit organization established in 1990, conducts ongoing public education campaigns, advises state and local policy makers, and provides technical assistance and professional training focused on reducing infant death and illness and improving the health of women and young children in N.C.
