The Center for Health Care Strategies, Inc. (CHCS) is a
non-profit foundation that "works
with state officials, health plan leaders, and consumer organizations
across the
country to improve health services for low-income families
and for people with severe illnesses and disabilities whose
needs cross over from the routine to the highly specialized." Among their publications are the following:
