Overview
Health Check (Medicaid) and N. C. Health Choice are publicly
funded children's health insurance programs open to North
Carolina residents who meet income, age and immigration guidelines.
In North Carolina, these programs are marketed together since
the application process is the same and children who may
be ineligible for one program may be eligible for the other.
The N.C. Healthy Start Foundation under contract with the
N.C. Division of Public Health, Women's and Children's Health
Section, coordinates the state's public outreach campaign
and, more recently, a Medical
Home campaign. The N.C. Division of Public Health partners
with the Foundation because of the Foundation's extensive
experience with public education campaigns, media, and materials
development/distribution.
The Outreach Campaign
The primary goals of the outreach campaign are to:
- Build awareness of the state's publicly funded children's
health insurance programs
- Promote enrollment and annual re-enrollment of eligible
children.
Outreach activities
Outreach goals are accomplished through the following activities:
- Developing and distributing outreach and educational
materials (see sidebar) that are part of a comprehensive,
multi-faceted, bilingual campaign. Materials are
free and available
for bulk ordering.
- Evaluating materials frequently to ensure they meet
the intended audiences' needs
- Promoting and distributing promotional and educational
materials to professional groups working with children
and their families
- Maintaining family-friendly Children's
Health Insurance webpages. Here families can get
general program information and answers to basic questions
including eligibility, benefits and cost.
- Hosting the Health Check/NC
Health Choice Outreach web site - a source
of information and resources for professionals involved
in outreach for child health insurance programs. Includes:
the latest program news, links to data and local contacts,
details regarding local outreach activities and lessons
learned.
- Partnering with the media to extend the reach of critical
enrollment and re-enrollment messages
The Medical Home Campaign
The goals of the Medical
Home campaign are to:
- Promote the benefits of children having consistent health
care for preventive, acute and chronic services
- Educate parents about the appropriate use of medical
and dental services
- Educate parents about the appropriate use of the Emergency
Room
Outreach Activities
These goals are accomplished through the following activities:
- Developing outreach
materials that deliver the core messages of the campaign.
Materials were developed with pediatricians and public
health experts and were focus tested with families. Materials
are being marketed to a variety of professionals. Materials
are free and available
for bulk ordering.
- Maintaining family-friendly "Medical
Home" webpages, including links to organizations
that can help families establish a Medical Home
- Hosting the HC/NCHC
Outreach web site with tools and information
to help outreach workers help families establish and
use a Medical Home.
